Playa del Carmen's Quinta Avenida did not become pedestrian all at once. It was closed to traffic section by section, from the ferry dock northward, over more than twenty years. Today each section has a different density of businesses, and that matters for anyone buying or renting a commercial space.
The first pedestrian zone
On February 28, 1997, the Official Gazette of the State of Quintana Roo published the Regulations for the Pedestrian Zone of the Tourist Center of Playa del Carmen, approved by the Solidaridad town council in November 1996. Its Article 1 places the zone on Quinta Avenida, starting at Calle 1 Sur Bis, with the crossings at Calles 2, 4, 6, 8 and 10 Norte. The regulations set no explicit northern limit: the crossings they list end at Calle 10.
That first section, next to the Cozumel ferry dock whose passenger flow we documented in our article about the dock, still has the most businesses. In May 2026, the section from Avenida Juárez to Calle 12 held 184 of the 555 establishments that DENUE records on Quinta Avenida: one in three.
The 2013 extension
On February 1, 2013, Noticaribe, citing Por Esto!, reported that the pedestrian zone was being extended from Calle 32 to Avenida CTM, which is Calle 46. It was not an all-day closure: as a pilot plan, vehicle traffic was restricted from four in the afternoon to two in the morning. With the extension, the zone went from 1.6 to 2.3 kilometers. According to the report, 60 business owners requested it in writing.
In this case, at least, commerce came before pedestrianization: the businesses asked for it. We found no source that dates when that section became pedestrian all day.
The 2018 extension
On December 16, 2018, the stretch from Avenida CTM to Calle 110 Norte was signposted as pedestrian with a bike lane, according to the municipal bulletin that Novedades Quintana Roo reproduced the next day. On December 19, Noticaribe reported that cars and motorcycles were still using it as usual. It is the newest section: in May 2026, DENUE records 26 establishments north of the CTM.
A plaza in the middle section
Calle Corazón, developed by Thor Urbana on Quinta Avenida between Calles 12 and 14, was inaugurated on August 27, 2015, according to Centro Urbano, and the rest of its stores opened over the following weeks. Thor Urbana itself gives September 2015 as its opening date.
Public investment in two moments
In February 2015, work began replacing worn paving from Calle 3 Sur to Avenida CTM, with an investment of 14.985 million pesos, according to a Notimex wire story published by Expansión on February 3, 2015. It is the only source for that figure: we found no tender or official bulletin.
The second project ran from 2020 to 2021 and cost 107 million pesos, according to La Jornada Maya, which covered its handover on February 24, 2021. Paving stones were removed and replaced with tiles and concrete pavers.
Businesses by year: the DENUE table
INEGI's National Statistical Directory of Economic Units (DENUE) makes it possible to count the establishments registered on Quinta Avenida at different points in time. INEGI publishes 25 versions for Quintana Roo since 2010; for this article we calculated six. The figures exclude ATMs: INEGI removed them from the directory in its May 2026 edition, so, to keep the comparison consistent, we also subtracted them from the earlier versions.
DENUE version | Businesses on Quinta (without ATMs) |
|---|---|
2010 | 482 |
2015 | 521 |
Apr. 2020 | 557 |
Nov. 2020 | 571 |
Nov. 2023 | 541 |
May 2026 | 555 |
Of the six versions, the highest is November 2020, with 571 businesses. From there it fell to 541 in November 2023 and rose to 555 in May 2026, still below 2020. From 2010 to 2026, Quinta Avenida went from 482 to 555 establishments.
Declines by section
Between November 2023 and May 2026, five of the seven sections into which we divided Quinta Avenida gained businesses. Two declined.
In the Calle 12 to 20 section, businesses fell from 123 to 100. That is almost the same level as in 2010, when there were 99, after reaching 133 in November 2020.
In the Calle 32 to 40 section, they fell from 63 to 55. Even so, they remain well above 2010, when there were 18.
What the history says by section
Quinta Avenida is not a homogeneous avenue. Each section opened to pedestrians at a different time and today has a different density of businesses.
The southern section, from the dock to Calle 12, is the 1997 pedestrian zone. It holds 269 of the 555 establishments, almost half, and gained businesses between 2023 and 2026.
The middle section, from Calle 12 to Calle 32, includes Calle Corazón and the crossing with Avenida Constituyentes. It has 186 establishments, and it is where the sharpest recent decline is, in the Calle 12 to 20 stretch.
The northern section, from Calle 32 onward, joined the pedestrian zone in 2013 and 2018. It has 100 establishments, and it is where the other decline is, in the Calle 32 to 40 stretch.
What to review before buying or renting on Quinta Avenida
A space on Quinta Avenida is not generic. The section matters.
Before signing any contract, it is worth walking the stretch at different times of day and week, not just during high season.
The DENUE declines in the Calle 12 to 20 and Calle 32 to 40 sections are worth reviewing. They are not definitive on their own, because DENUE counts establishments, not sales or rents, but they invite asking what closed, when and why before assuming traffic is constant.
Published rental listings for spaces on Quinta Avenida are exactly that: listings. The actual closing price may differ. At Reference we review each section's conditions before recommending a commercial investment in the area.
